A User's Guide to IRS Publication 1391 for Executive Directors and Development Officers: In June of 1988, the Commissioner of the Internal Revenue Service wrote to over 400,000 charitable groups expressing concern that: sponsors of fund-raising events have often failed to provide written information on the extent to which payments for such affairs are deductible as charitable contributions. There has been widespread misunderstanding of the limitations on the deductibility of such payments. This misunderstanding has led to erroneous tax reporting of these payments by some patrons.

The American Arts Alliance, a consortium of over 350 nonprofit, professional arts organizations, state that they prepared this report as background on arts economy for policy makers. This paper addresses the claim of some small business advocates that exemption from federal income taxation gives nonprofit organizations an unfair competitive advantage in the marketplace. It concludes that such tax exemption does not afford nonprofit organizations a significant competitive advantage, and that proposals to change the basis for exemption, modify the concept of unrelated business, limit nonprofits' ability to compete for government contracts, and other remedies proposed by small business advocates
