This report, summarizing the cultural needs and resources of the State of California, was begun in the latter part of 1964 and completed in January 1966. It was based on personal interviews, testimony before the Commission at meetings in various parts of the State, and mailed questionnaires to officers and leaders of art and cultural organizations and institutions. The data submitted in the questionnaires cover the twelve-month period of July 1963 through June 1964.

The arts in the are being explored and enjoyed today on a scale that few would have ever thought possible a mere twenty years ago. In every community we see the formation of new symphony orchestras, theatrical groups, film societies, art schools, dance companies. Encouraging in their profusion, there is at the same time the possibility that they may develop without sufficient consideration for the actual cultural needs of the community at large.
