Last year in Joliet, Illinois—inspired by a rising tide of creativity and arts stewardship—the city council recognized the need for a central, organizing body for the local creative sector and voted unanimously to establish the Joliet Arts Commission. If I can offer any word of encouragement for others looking to establish an arts agency in your community, it is that you are not alone. There is a network of folks across your state and the country who are doing this work, even if you are a solo act in your community. Joliet could not get this far this quickly without the guidance, support, and encouragement from our state and national local arts networks. About two years ago, I walked into a meeting in Galesburg, Illinois, and said, “Joliet wants to start a local arts agency,” and the resounding response was “Okay, how can we help!” I have found that people in these roles want to help you and are looking for opportunities to connect with you. The $2 trillion emergency stimulus package that Congress passed this week includes $300 million in economic relief to support nonprofit cultural organizations, museums, libraries, public broadcasting, and state and local arts and humanities agencies, as well as substantial additional economic relief opportunities for independent contractors like "gig economy" workers such as actors, musicians, and artists and nonprofit organizations and small businesses, including those working in the creative economy.

Joliet, Illinois Establishes an Arts Commission: Voices From the Cultural Community

On July 16, 2019, the Joliet City Council voted unanimously to establish a Joliet Arts Commission. At over 170,000 residents, Joliet is the third largest city in the state and was, until recently, the largest city in the Illinois to not have an Arts Commission or Arts Council—and the community felt this void. On August 6, 12 of the 17 members of the arts commission were appointed. The process of starting an arts council (or local arts agency) was not an easy one and involved input from many voices from the community. Here are a few voices of the artists, educators, and community members who have been advancing Joliet’s cultural and artistic landscape leading up to this milestone.

Denver Arts & Venues is the city’s local art government agency that seeks to enrich the community of Denver through supporting public venues, the arts, and entertainment.  The agency is responsible for the operation of some of the Denver area’s most popular and important cultural venues, including Red Rocks Amphitheatre, the Denver Performing Arts Complex, Denver Coliseum, the Colorado Convention Center and McNichols Civic Center Building.

Ten years after Cuyahoga Arts & Culture (CAC) made its first grant, the public agency based in Cleveland, Ohio has invested $158 million in 350 arts and culture nonprofits and funded more than 160 individual artists in Northeast Ohio, making CAC the largest funder of arts and culture in the region.

The city of Nashville, Tennessee, is sometimes referred to as the “Athens of the South,” a thriving hub of arts and culture with a diverse population and a world-famous music scene. At the forefront of the city’s cultural blossoming is a longtime member of Americans for the Arts, the Metropolitan Nashville Arts Commission, or Metro Arts.

Ohio Introduces Legislation to Give Artists an Income Tax Break

The recently introduced Ohio House Bill 666 would provide Ohio artists an income tax credit on profits that they make from selling their work within a designated arts and entertainment district. “Movies are a form of art … be it the script, be it the act or the entire production,” Stinziano told The Lantern, referencing a tax credit that’s currently in place to incentivize film productions in Ohio.
