This report is the result of an initiation by the Federal-State staff of the National Endowment for the Arts to secure three opinions in these areas: 1. A critique and review of the present status of state plans. 2. Develop an operational definition of a state plan. 3. Develop criteria for helping states and the Endowment to examine and evaluate the state plans.
