Report of the Task Force on Public Financing of the Arts and Humanities

In November of 1978, the Massachusetts Council on the Arts and Humanities invited leaders from business, government, and the arts to bring their combined experience to bear on the fiscal problems facing the Commonwealth's cultural community. The specific charge of the Task Force was to formulate recommendations that would strengthen the base of support for all of the state's cultural resources. After a year-long volunteer effort, the Task Force has fulfilled its charge. The task Force proposes eight recommendations in all: five have been filed as bills in the 1980 legislative session, and three have been make as administrative proposals to the Council on the Arts and Humanities. Their report from the Task Force describes these proposals and comments the contest from which they evolved. (p. 4)

The recommendations included:

    1. Constitutional Amendment.
    2. Community Cultural Facilities Fund.
    3. Facilities Support Through Tax-Exempt Revenue Bonds.
    4. Per Cent for the Arts.
    5. Community Resources Act.
    6. Modification of Council Reimbursement System.
    7. Establishment of Financing Clinic.
    8. Arts and Tourism Program.
