What is a Cultural Facility?
The author discusses the controversy over the public art stipulation for the Cathedral of Our Lady of the Angels in Los Angeles, California. The broker for the public property of the church is the Community Redevelopment Agency of Los Angeles (CRA-LA) which has a policy that requires developers to include public art in their developments. The problem was that the policy approved the creation of cultural facilities to satisfy the public art obligation, but did not define what constitutes a cultural facility. The author comments that this experience prompted a revision of the CRA-LA's public art policy.
