Annually, the Public Art Network (PAN) Year in Review recognizes outstanding public art projects that represent the most compelling work for the year from across the country and beyond. The projects are selected and presented by a jury of three professionals who represent different aspects of the public art field, including artists, administrators, and other public art allies. New this year, the PAN Advisory Council curated the selected 49 selected projects for 2018 under five unique themes to broaden the exposure of the selected works on ARTSblog and social media, and to provide context to the works through national trends and themes that are impacting the field today.

Over the past decade, performative and participatory public artworks have gained in popularity with commissioning agencies and the communities they serve. Typically, public art is seen as a long-term, integrated, stationary, visual arts-based artwork. Performative and participatory projects allow for a new type of public art that that include multiple sensory experiences and a different way of engaging community where a whole community may be considered an artist. Performative and participatory public art projects create music, encourage touch, and utilize participation to be fully realized as a completed art piece. Of the 2018 selected PAN Year in Review projects, 15 uniquely expanded the definitions of artist, medium, and material. These performative and participatory projects are redefining both the commissioning process and what is expected of a finalized public artwork.

Site-responsiveness is a hallmark of public art, wherein the artist(s) commits to an investigation of site to inform the work. Creative investigation considers geography, locality, topography, community (local, historical and global), and history (local, private and national)—sometimes re-telling well-known stories and sometimes unearthing long forgotten or unheard stories. The 2018 PAN Year in Review projects featured below each serve as a social agent to explore local histories of what we build, create, and invent. Holding our histories to inform our futures, these works also explore human perception, evolution, conflict, and progress. Many of these projects acknowledge environments or communities that once existed in these landscapes, reinterpreting history of community in a contemporary and, in many cases, interactive way.

Artists Transforming Local Government: Creative Strategies Toward Racial Justice

A few years ago, the City of Seattle Race and Social Justice Initiative Team started looking more closely at how the individualist, perfectionist, paternalistic, and compartmentalizing culture of white supremacy within ourselves and across the institution got in the way of the progress toward racial equity that we were making with trainings, policy tools, and interdepartmental organizing structures. We began to develop a strategy to shift that culture. We adopted the People’s Institute for Survival and Beyond Anti-Racist Principles as our guideposts. We developed trainings to begin to understand and heal from the dehumanizing impacts of internalized racial inferiority and superiority. And we began working to de-center ego and lift up spirit, collective action and the belief that no one is disposable. We started getting real about practicing grace for ourselves and for each other. Cultivating creativity in our work has become a central piece of this strategy.

In a society struggling to find equity and social justice, Americans believe the arts improve the quality of our communities. How do we know? We asked. Americans Speak Out About the Arts in 2018 is the second in a series of national public opinion surveys conducted by Ipsos on behalf of Americans for the Arts. One of the largest ever conducted, it gauges the public perspective on (1) personal engagement in the arts as audience and creator, (2) support for arts education and government arts funding, (3) opinions on the personal and well-being benefits that come from engaging in the arts, and (4) how those personal benefits extend to the community. This 100-year-old provision was designed to stimulate giving to charities and other organizations serving the public good by providing an opportunity to claim a deduction as a reduction in an individual’s tax burden. It’s true. Bringing Sen. Lamar Alexander (R-TN), a former governor, together with Sen. Patty Murray (D-WA), a former preschool teacher, has led to legislative advancement usually unseen and unheard of: unanimous Senate committee approval; an 81-17 Senate vote; nearly unanimous (38-1) Conference Committee approval, and now expected final passage in both houses and a presidential signature! Wow.

Urban school districts, such as New York and Chicago, are taking bold steps to expand the school day curriculum and once again invest in arts education. After years of budget cuts, and a narrowing of curriculum at public schools across the country, cities are taking action.

Owing largely to mandates of the federal No Child Left Behind Act, school districts of all sizes spent recent years focusing educational goals very narrowly on improving test scores in just two subject areas—English Language and Math. This focus came at the expense of the arts, music, and other subject areas that were not being tested.

Fortunately, the tide may be turning, and arts education may be making comeback.

There is an old quote attributed to John Montagu, 4th Earl of Sandwich:

“If any man will draw up his case, and put his name at the foot of the first page, I will give him an immediate reply. Where he compels me to turn over the sheet, he must wait my leisure.”

Over the course of the past several years, big cities such as Chicago, Los Angeles and Seattle have been advancing ambitious plans to expand access to arts education and creative learning for public school students. Here in New York City – home of the nation’s largest school district – with a new mayor and schools chancellor, and a growing chorus of parents calling for the inclusion of arts in the school day, there is momentum gathering that could lead to a much-overdue expansion of arts and music in city schools.

This December, at the close of his 12 years in office, New York City’s former Mayor Michael Bloomberg signed into law a City Council bill that would require the Department of Education to provide annual data on arts instruction that advocates believe will help identify gaps in the delivery of arts education and drive improvements in what is being offered at schools across the city.

While strides were made in expanding access to arts instruction at many schools across the city over the past decade, large gaps persist in the provision of music, dance, theater and visual arts in the over 1,800 New York City public schools.

That is why on the heels of the successful effort to pass the arts reporting legislation, advocates and leaders from a diverse cross section of New York, released a statement calling on the city to ensure that every child, in every part of the city, receives arts instruction as part of their K-12 education.

The statement – entitled “Every Child in Every School: A Vision for Arts and Creativity in New York City Public Schools” –notes that New York City – with its rich and diverse array of arts and cultural experiences and organizations – is uniquely positioned to be the leader in arts and creative education.
