With 2013 ending, we at Americans for the Arts find ourselves grateful for so many great arts achievements this year. There are so many partners doing amazing work in towns, cities, and states across the country--and in reflecting on this work, we wanted to especially thank the National Endowment for the Arts (NEA) and its staff for serving as the national lynchpin for the whole US arts field.

For the third time since Anchorage Museum opened in 1968, the cultural institution is changing leadership. Julie Decker comes from a small art gallery to the largest cultural institution in the state, with a budget over 10 million - but she grew up with the arts and has an advanced degree and a long history of art administration work. Beyond that, Anchorage Museum personally means a lot to her. She grew up with the place - danced there at her senior prom and later got married in the atrium.

We asked. Americans Speak Out About the Arts in 2018 is the second in a series of national public opinion surveys conducted by Ipsos on behalf of Americans for the Arts. One of the largest ever conducted, it gauges the public perspective on (1) personal engagement in the arts as audience and creator, (2) support for arts education and government arts funding, (3) opinions on the personal and well-being benefits that come from engaging in the arts, and (4) how those personal benefits extend to the community. On January 1, the 2018 Tax Cuts & Jobs Act went into effect, a substantial change to the U.S. tax code which has the potential to negatively impact arts and culture nonprofit organizations in a variety of ways. One of the most significant impacts will come in changes related to the thresholds and amounts associated with the charitable tax deduction. This 100-year-old provision was designed to stimulate giving to charities and other organizations serving the public good by providing an opportunity to claim a deduction as a reduction in an individual’s tax burden. While the repercussions of the federal tax code changes are still emerging, and corresponding shifts in state-by-state tax policy may impact your situation, the notes that follow are an introductory primer. In his op-ed (“The case for cutting National Endowment of the Arts funding,” April 2), David D’Amato states that “Government-funded art is publicly-funded art only once government is lazily conflated with the public. It is not the public (whatever indeed that may mean) that decides which art projects are to be supported with taxpayer dollars.” That statement is simply inaccurate. Mr. D’Amato must be unaware that the public is embedded in the entire grantmaking process at the NEA. This in part is why the NEA has received wide support from both Republicans and Democrats for half a century.

As a young theater artist, I could always be counted on to step up and make a passionate plea when arts funding was on the line. I shared stories about myself and my colleagues with my legislators about how the arts are fundamental to our humanity. I wrote about how the arts ennoble and inspire us, fostering goodness and beauty. While I have never abandoned these arts-for-arts-sake messages in my advocacy, I have learned that they are rarely stand-alone winners. Today, I augment these fundamental benefits of the arts with pragmatic ones—stories and research that connect the arts to what keeps our community leaders awake at night: jobs, economy, education, healthcare, and community development. The change in my approach has made me a more effective advocate.

A foray into the Monterey History and Art Association’s December 2012 exhibit, “Flows to Bay,” totally altered my outlook on how to communicate action on environmental issues. A small exhibit, it featured a variety of art using discarded plastics from the marine environment to demonstrate how they detrimentally affect our planet. I do not consider myself an artist, so the lenses I view the world through are primarily those of an environmental scientist. But what I saw hooked me, and its strong yet captivating message gave me new insight into a way to frame environmental degradation through art.

There is an old quote attributed to John Montagu, 4th Earl of Sandwich:

“If any man will draw up his case, and put his name at the foot of the first page, I will give him an immediate reply. Where he compels me to turn over the sheet, he must wait my leisure.”

This was the charge given to me by a business leader who needed to make a compelling case for government and corporate arts funding:

“Keep it to one page, please,” was his request. “I can get anyone to read one page.”

While gathering supplies for the Summer Arts and Apps Academy for students of the Lower Kuskokwim School District in bush Alaska, we came across a box filled with bags of beautifully colored sand.  Although the two-week academy was centered on developing eBooks and exploring various apps on the iPad, we knew we were not leaving the supply closet without the colored sand in tow.

Working as a teaching artist is thrilling on just about every level. I have the privilege of collaborating with brilliant educators, fellow teaching artists, and students who inspire me daily. I especially relish the time I spend developing curricula and planning interesting visual art experiences for students. I like to be organized and to structure lesson plans, but I must admit that after 15 years of working as a teaching artist, I have learned the value of spontaneity.

We stand on the shoulders of those who came before us. We have a responsibility to those who will come after us.  

These simple yet powerful concepts have been echoing in my head the past few days in New Mexico where I participated in a roundtable discussion held at the Institute of American Indian Arts sponsored by the Open Society Foundations, First People’s Fund, and Arts and Democracy Project. The people I met and the stories I heard reinforced the power of the arts – and more importantly culture – in transforming our communities.

Six case studies were presented at the roundtable: KUYI Hopi radio (Hopi Nation), Jikaat Kwaan Heritage Center (Alaska), Penn Center (South Carolina), Tamejavi Festival (Central Valley, California), STAY Project (Appalachia) and Cornerstone Theater (Los Angeles).

Despite the differences in geographic location, populations or medium, these exemplars all shared common elements: they were place-based, holistic approaches that engaged both youth and elders, and, perhaps most importantly, put culture at the center.

Place-based: When in New Mexico, it is obvious that place matters. This is, of course, true everywhere. Place informs who we are, how we act, our thinking, our relationships. Place is more that just a setting, but rather is an active participant that informs what can and should be done.

Reading the blog entry by Stephanie Evans Hanson that focused on the beginnings of new methods through close observance of our conversations reminded me that changes employed by Fairbanks Arts Association (FAA) on the issue of art-for-sale at fundraisers started with conversations.

One of my previous posts told of FAA’s new direction for art auctions and our concern about the value of an artist’s work in local galleries and the success that was realized with the new direction. However, we’ve gone a step further and paid heed to suggestions from two of our members, each bringing the same suggestion from two different cities – an art sale by lottery.

One person had attended an event in Denver and the other had attended a similar event in San Francisco. The event is simple and focused – art is for sale. The innovation that puts a spin on the event is offering the work for sale through lottery. (In Alaska we need a gaming permit from the state to conduct this event so check on your state requirements before embarking on this idea.)

It’s a cold snowy morning in Fairbanks, AK. Volunteer ushers are gathered in the lobby of Hering Auditorium, anticipating the arrival of 1300 students who will be attending a performance.

One of the volunteers, local artist Carol Hilgemann, knowing that I would be interested, brought a copy of an article dealing with considerations that art auctions create for artists. A lively discussion about the value of art auctions occupied the group until interrupted by the arrival of our audience.

Fairbanks Arts Association began the movement of the auctioning of art in our community – and the event was successful. Success begets success. Other organizations began to auction art at fundraisers. Art auctions were everywhere.

After reading the article and hearing Carol’s thoughts, I contacted other artists about their feelings on the subject. Reactions to auctions are as varied as there are artists. Some events are better at giving exposure to artists, but a good number of artists have told me they feel they’re making a poor decision when donating to an auction.
