i3 Grantee Lessons: Beaverton School District

In an effort to bring Arts for Learning Lessons to 12,850 Beaverton School District (BSD) students in grades 3-5, the Beaverton School District, with project partners University of Washington, Young Audiences Arts for Learning, and Young Audiences of Oregon & Washington, was awarded a $4 million, five-year grant in 2010 by the U.S. Department of Education’s Investing in Innovation fund.

Arts for Learning (A4L) is a literacy program that uses the creativity of the arts to raise student achievement in reading and writing, and to develop learning and life skills. A4L lessons had been implemented in classrooms around the country prior to the Beaverton School District’s i3 grant application, with the added resource of some independent evaluations of these existing lessons.

Many Americans for the Arts members and friends may be most familiar with the grant programs of the National Endowment for the Arts, which distributes about 2,400 grants annually to arts organizations. But less familiar are the grants located at other federal agencies that represent a more non-traditional source of funding that can benefit arts organizations as well.

Over the past few years we’ve tried to capture some of these non-traditional sources by providing Federal Resource Guides that examine different agencies and grant programs that are either hidden deep in the bureaucracy, or appear to be so off topic that any time spent investigating would be a fool’s errand.

Currently there are two federal programs at the U.S. Department of Education that are relatively new and present clear and immediate possibilities for the right approach in providing support for the arts in an educational setting.

As I had been preparing some blog posts on the topic of Investing in Innovation (i3), I decided at the very last minute to sit in on an Education Week webinar about i3.

It turns out that it was very worthwhile, as one of the featured speakers was John Bridges from Beaverton School District in Oregon, highlighting their Arts for Learning program.

The webinar accomplished much of what I had hoped to do with my blogs - disseminate information from last year’s awardees about what made their application successful and encourage (or discourage) people to apply.

It’s tough to wade through that amount of paperwork, so I hope some of the information I gathered can help you self select whether or not your program is a good fit for i3.

During our recent Arts Education Council meeting in San Diego, the council members suggested posting some blogs about the federal grant Investing in Innovation (i3) in preparation of the deadline for the next round of applications. So, for the next couple of days, Americans for the Arts will be encouraging a spotlight on the i3 program.

Expect to see some lessons learned from last year’s arts-focused grantees and links to helpful resources if you’re finishing up your application or wanting to resubmit your application from last year.

During that same meeting, the council had the pleasure of hearing Rachel Goslins, executive director of the President’s Committee on Arts and Humanities (PCAH), speak via Skype about their recent Reinvesting in Arts Education report.

Quick – raise your hand if you got into your job in the arts for the money.

That’s what I thought.

Now raise your hand if you spend a majority of your work day worrying about and dealing with your budget, stressing over where the cash to fund the next big project is going to come from, or simply wondering where and how hard you’re going to have to squeeze to make payroll.

Hands down.

The truth of the matter is this – we’re so damned consumed with trying to scrape together every penny that we’ve forgotten why we got into this “business” in the first place.  And I call it a business because, for better or for worse, that’s what it’s become.

The arts have seemingly become a part of the business of survival.

Singer-songwriter Josh Groban was a strong supporter of the arts and arts education long before gaining the attention of the music industry in 1998. His initial foray into charitable causes has always included arts education, in addition to a number of other causes.

However, Groban also recognizes that access to quality arts education has been declining and he wants to do as much as he can to help students be exposed to, and trained in, music, theater, dance, and visual arts.

Yesterday he announced that he is refocusing his charitable efforts on arts education under a new name, the Find Your Light Foundation.

Seeking to make a difference in schools across America and around the world, the foundation will focus on providing instruments and funding for arts programs in schools.

Integration across academic disciplines can strengthen a child’s learning. When teachers reinforce content through a variety of approaches it helps children retain information and fully appreciate academic concepts. However, one academic discipline cannot fully convey the fundamentals of another.

For instance, a History teacher cannot expect to effectively relate the scientific processes of an electrical current to students by teaching them the historical biographies of Nicola Tesla and Thomas Edison. And yet, many educators apply this approach of substituting subject instruction to the artistic disciplines.

I have seen too many schools refrain from hiring an arts teacher because they have been lulled into thinking that training a classroom teacher to integrate the arts into their lessons serves as an acceptable substitute for bringing a full-time arts instructor on staff.

Hello. I’m Alec Baldwin.

Over the past few months, you may have seen me on television doing a series of commercials for Capital One.

What you may not know is that I am donating all of the proceeds from this work to cultural charities, including some of the organizations with which I’m involved: Guild Hall of East Hampton, The New York Philharmonic, Roundabout Theater, the Hamptons International Film Festival, and of course, Americans for the Arts.

But these spots are not about me getting money and then giving it to charity. Actually, Capital One is partnering with me.

That’s right. Capital One has partnered with me to help the arts by letting these advertisements serve as a platform through which I can raise awareness about the need for public funding of the arts and arts education.

In these tough economic times, I don’t want people to forget about the arts and arts education. People need to understand what’s at stake.

Snag Films has released Old School New School, an educational documentary on the nature of creativity.

The movie explores the mystery of creativity with a cast of artistic heavyweights including celebrated actor Brian Cox (known for standout work in King Lear, X-Men, and Manhunter – Cox was the first to play Hannibal Lecter), innovative jazz pianist McCoy Tyner (Four-time Grammy® Award winner and pianist for the John Coltrane Quartet), and six-time Oscar® nominee William Fraker (the cinematographer who created the memorable photography of Bullitt, Rosemary’s Baby, WarGames, and Tombstone.)

In the movie, an independent filmmaker (me) questioning how he can realize his full creative potential travels the United States in search of answers. The journey takes him into the lives and homes of some of today’s most accomplished and illuminating artists. For those of you who were able to attend our local arts education advocacy session at the Americans for the Arts Annual Convention, you know all about the work of the San Diego Alliance for Arts Education.

For those that couldn't make it to San Diego a few weeks ago, the Alliance was created as part of a statewide effort by the California Alliance for Arts Education to launch local advocacy groups.

Led by Americans for the Arts' Arts Education Council Chair Victoria Plettner-Saunders, the group has recently been attempting to restore funding to the San Diego Unified School District's (SDUSD) Visual and Performing Arts Department (VAPA). (You can read more about their efforts in an earlier post from ARTSblog or by purchasing our full slate of sessions on our Convention On-Demand site and viewing the local arts education advocacy session).

On June 21, all of their relationship-building and advocacy efforts led to a unanimous vote by the board of education that restored full funding to arts education programs for the 2011-2012 school year.

In response to South Carolina Governor Nikki Haley’s decision to veto funding for the South Carolina Arts Commission, Robert L. Lynch, president and CEO of Americans for the Arts, issued the following statement:

“In vetoing funding for the South Carolina Arts Commission (SCAC), Gov. Nikki Haley offers another unfortunate example of newly-elected gubernatorial leadership being out of touch with the wishes of voters for ideological reasons.

Betty Plumb, executive director of the South Carolina Arts Alliance states, 'South Carolinians have spoken and the General Assembly has listened. The budget is balanced, and it includes the arts. The state's small investment in the arts yields significant, statewide returns for education, quality of life, and our economy. The support and services the arts commission provides make a positive difference in our communities and schools. We don't need to sacrifice this valuable public asset when there is no practical necessity to do so.'

It is now more important than ever to defend funding and preservation of the arts. This was the subject of “Making the Case for the Arts,” a session at this year’s Americans for the Arts convention.

While many reasons for supporting the arts were addressed, Randy Cohen, Vice President of Research and Policy at Americans for the Arts, presented research mostly on the significance of the arts with regard to education, the economy, personal development, and healthcare.

Education. Studies show that, regardless of income level, students who are highly active in the arts are less likely to drop out of school by 10th grade (1.4 percent vs. 4.8 percent).

I run a local arts advocacy organization in a small fishing village on the west coast that’s home to 10 million people, 88 cities, and 81 school districts in a geography that spans thousands of square miles.

Yes, my little fishing village (aka Los Angeles) is massive!

Our advocacy approach has been high-tech/high-touch advocacy approach and is focused on three critical issue areas:

•    Cultural Economy
•    Civic Engagement

Within this context, I constantly ask the question: How can we connect more people to advocate for the arts in their community? I think the answer lies somewhere between community organizing and community development.

Penny Ross eyed my “I Wish to Say” office from across the room and I beckoned her over and invited her to dictate a postcard to the President.

It was early in the morning at the Americans for the Arts Annual Convention in San Diego, and Ms. Ross clearly had something to say.

She started her postcard to the White House like this: “I live in Chandler, Arizona. Arizona has eliminated all of the funding for the arts.”

Ms. Ross went on to tell me that she’d been teaching art to junior high students for 12 years, but that her job was just eliminated. “They don’t want to spend money on art supplies,” she said. “But the annual budget was $500. And that served 1,000 students.”

During the session, the conversation gravitated toward the difficult decision college students face as they declare their major. In a fickle economic environment and uncertain job market, students may be deterred from choosing to major in their true passion—music, dance, theater, art, photography, etc.

Yesterday morning I happened to walk down the hall and saw a sign for a “Higher Education Peer Group” session. I am an arts administrator who works in higher education, so I hoped the session would be open to anyone, and I was in luck. I immediately recognized the person in charge: the bow-tied Ron Jones, newly appointed president of the Memphis College of Art.

In Ron’s previous position as Dean of the Arts at the University of South Florida, he had spoken out about the need for data on the people who graduate with arts degrees from our colleges and universities. He had, in fact, become a poster child for the research project I manage at Indiana University – the Strategic National Arts Alumni Project – and is quoted on the SNAAP brochure as follows:  “Accountability is our future, and SNAAP is providing data that heretofore we made up or assumed.”

Late last week, it was announced that a coalition of arts education groups will begin revising the 1994 National Standards for Arts Education, with a plan in place to have completed standards ready in 2012.

The process, which began in May 2010 with a two-day meeting that I attended here in D.C., will now continue under the governance of 8 organizations: American Alliance for Theatre and Education; Arts Education Partnership; Educational Theatre Association; The College Board; MENC-The National Association for Music Education; National Art Education Association; National Dance Education Organization; and State Education Agency Directors of Arts Education.

According to the press release, the National Coalition for Core Arts Standards (NCCAS):

"will make the creation of the new arts standards an inclusive process, with input from a broad range of arts educators and decision-makers. The revised standards will be grounded in arts education best practice drawn from the United States and abroad, as well as a comprehensive review of developmental research.

Just as I’m preparing for a convention session about how attendees can create their own local arts education advocacy networks based on a model we’ve been using in San Diego and throughout California, I get word from a key district decision maker about their need for some information that may help them take some critical steps to avoid big cuts to the visual and performing arts department budget.

This is a milestone for our newly formed San Diego Alliance for Arts Education. We are being recognized by district decision makers for our ability to help them make more informed decisions to keep arts education in San Diego schools. While we’re not out of the woods yet, I certainly feel a victory for the role that the Alliance’s carefully planned advocacy is playing.

Kansas: Unexpected Attempt at Veto Override Unsuccessful

Yesterday, members of the Kansas House of Representatives unexpectedly attempted to override Gov. Brownback's line item veto of funding for the Kansas Arts Commission, but the body fell short of the needed votes to do so.

Here are more details from the Associated Press:

"The vote in the House was 50-44. But legislators who wanted to override the veto needed a two-thirds majority, or 84 of 125 votes. Thirty-one House members were absent. That's not unusual for the day the Legislature sets aside for its adjournment ceremony, because typically no substantial business is conducted...Of the 92 Republicans, 23 voted "yes," 44 voted "no," and 25 did not vote. Of the 33 Democrats, 27 voted "yes" and six did not vote."

Yes – when you live in Washington State! With more cloudy days than sunshine – you often have to sing, dance, act, and create in the rain! Yes, these activities are usually happening in buildings, but the rain is ubiquitous. And during our coldest wettest spring on record, we’re singing the praises of the arts this month as Washington State celebrates Arts Education Month in May.

From the grand Olympic mountains to the lush rolling hills of the Palouse, support of arts education is heard in harmony from the Governor, the Superintendent of Public Instruction, the School Directors Association, city and county governments, state and local PTAs, local media outlets, and from communities across the state.

ArtsEd Washington (the Washington Alliance for Arts Education) led the efforts to begin highlighting and recognizing the importance of arts education back in 2006 by memorializing an “Arts Education Week” during the third week in May.

Yesterday, the House Education and Workforce Committee voted to approve HR 1891, the resolution sponsored by Rep. Duncan Hunter (R-CA) that terminates the authorization of 43 U.S. Department of Education programs, including the Arts in Education program.

This bill marks the first attempt at reauthorizing the Elementary and Secondary Education Act (ESEA), popularly know of late as “No Child Left Behind.” The Committee is promising to move several like pieces of legislation in the coming months toward remaking ESEA.

The Arts in Education program is invaluable to many communities across the country as it funds not only professional development opportunities for arts educators in high-poverty areas, but it also provides money to model programs that support “the enhancement, expansion, documentation, evaluation, and dissemination of innovative, cohesive models that demonstrate effectiveness in: integrating into and strengthening arts in the core elementary and middle school curricula; strengthening arts instruction in those grades; and improving students' academic performance, including their skills in creating, performing, and responding to the arts.”

Federal Arts Education Program In Danger, Again

Just 11 days ago, U.S. House Education Subcommittee Chairman Duncan Hunter (R-CA) introduced legislation (H.R. 1891) that seeks to terminate 43 federal education programs, including the Arts in Education program at the U.S. Department of Education.

The bill is now coming up for a vote in the House Education Committee tomorrow.

This measure is more serious than the annual funding bills that have recently threatened to de-fund arts education, as HR 1891 would permanently strip policy language out of the Elementary and Secondary Education Act (ESEA) that allows the Arts in Education program to be funded annually.

Process: Constituency Research Yields Insight

As we surveyed our situation, we knew our approach could not be a typical strategic planning process. Board and staff discussion charted an outside-in strategy for data gathering. Our selected consultant was a branding, PR, and market research firm whose representatives reminded us from the beginning that “it doesn’t matter what you think. What matters is what your customer – the community – thinks.”

With the potential for change to be significant, it was essential that the United Arts Council of Greensboro (UAC) communicate openly, early, and often to the constituents who relied on our funding, as well as their core audiences and supporters. For some agencies,our investment comprised as much as 20 percent of their contributed revenue. Regardless of the percentage, the resource was critical; we wanted to mitigate negative impact while giving historically funded agencies ample lead time for planning and preparation.

Arts incubators are not a new model, but it seems to me that recently some of them have taken on a new joie de vivre. I attribute this to the fact that they are no longer necessarily focused on developing artists into new 501(c)(3) organizations, but empowering ordinary mortals to try their hand at creating something for their own imagination and amusement.

The success of organizations like Brooklyn’s 3rd Ward is confirming research which finds that the younger generation wants to participate in art, not passively observe it. 3rd Ward is a for-profit membership organization which provides space, back office services, food, galleries, a supportive community, and top-of-the-line creative resources, including photo studios, media lab, jewelry studio, wood & metal shops, along with a huge education program. You don’t have to be a member to enjoy the classes, but membership gets you access to the studios.

As an arts administrator with responsibility for community arts education programs, it’s too easy to get caught up in the routine side of management: revenue, expenses, supervising staff, policies, procedures, publicity, and the rest. While necessary, these are merely tools to reach the more crucial and satisfying aspect of community arts education: improving people’s lives and helping them be happy.

In Mesa, AZ, our community arts education programs are fairly comprehensive, and growing.

In 2005, through a “Quality of Life” half-cent sales tax increase approved in 1998 by our citizens, Mesa completed a $99.8 million arts complex just a few blocks north of the original Arts Center site. Because our arts education classes had grown over the years and demand was high, the new Mesa Arts Center’s design included 14 fully-equipped visual and performing arts studios on two floors in two buildings, including an 8,000 square-foot ceramics studio and kiln courtyard.
