March 29, 2014, was the final day of the first-ever National Summit on Creative Youth Development in Boston—a national convening of more than 200 youth arts practitioners, funders, policymakers, and students designed to bring new energy and focus to creative youth development. On that day 86 individuals stood up at the John F. Kennedy Presidential Library and declared personal commitments to advancing creative youth development. I was proud to be one of them.

New sustainability models break through belief barriers about the business of arts education.  If teens must be employed during their high school career, why not employ them to make art? One organization pays students to participate as employees and upends assumptions about student participation. If fund-raising is challenging for smaller organizations, why not gather together tackle this beast? Another organization runs common development events for multiple arts education organizations, and upends the assumptions that local organizations must be pitted competitively against one another.  Both of these examples threw out prior assumptions to create new models.

Last week, I had the pleasure of attending the Arts Education Partnership’s annual National Forum. Aside from the connecting with arts education friends and learning tons (I mean tons!) in the sessions, I also had the opportunity to sit in on a session titled, “Fostering Student Success by Leveraging the Impact of Out of School Time, Creative Youth Development Programs.” What was great about the session was the interconnectivity of people, research and agenda from so many other national conversations which were initiated as a result of the policy and advocacy agenda produced after the first National Summit on Creative Youth Development in Boston.

Arts instruction has long been used as a tool for reaching English Language Learners. In fact, the origins of the children’s theatre genre lie in the Settlement Houses of Chicago in the early Twentieth Century, where Jane Addams utilized theatre and poetry to help students learn English (this tradition can be seen today in the plethora of children’s books adapted for the stage.)

There is a wealth of information available today about the usefulness of the arts for reaching multiple learning styles but there are few studies that directly link arts integration with student test scores (particularly long-term, richly collaborative integration models).

It is fitting that the week before National Arts in Education Week (September 15 – 19), The Right Brain Initiative is releasing new data that demonstrates the impact of rich classroom arts-integrated instruction on student test scores.

Marete Wester's professional journey started in the mid-80s with a Masters in Arts Administration from Drexel University and landed her at national arts service organization Americans for the Arts in 2006. As Senior Director of Arts Policy, Wester brings the voice of the arts field to policy discussions nationwide. This means cultivating partnerships and convening meetings with a diverse group of organizations to show how the arts play a role in quality-of-life issues such as the environment and education. One recent example of her work is the National Initiative for Arts and Health in the Military, which works to expand access to and research on the arts as effective tools in the care of service members. Take a failing elementary school, invest time and treasure in professional development, help them develop a strategic plan; assist them in maximizing their budget with expert technical assistance. Bring in the non-profit arts providers, credentialed specialists, teaching artists, universities, the local community, and parents. To top it all off, add in a famous artist - as a mentor, as an advocate, and to bring in the media. With a potent combination of discrete arts education in all four disciplines and arts integration, this program proves that the so-called achievement gap is indeed an opportunity gap: an opportunity gap for the principals, teachers, students, and their parents - but also for their communities and for our society. As John Dewey said, what the best and wisest person wants for his child, that must we want for all the children of the community. Anything less is unlovely, and unchecked, destroys our democracy.

In thinking about this week’s blog post, I am inspired by the act of advocacy. At National Arts Advocacy Day  last month, arts advocates from all over the nation poured onto Capitol Hill to describe how the arts benefits the economy, culture, education, and healthcare. In an effort to procure support for the upcoming fiscal year, our carefully crafted message communicated how the arts not only enrich but exist as a necessity within the lives of Americans.

While arming ourselves with facts and figures provided by Americans for the Arts to state our case, a colleague of mine who works for the City of Mauldin Cultural Center  proposed that we describe a day without the arts to adequately articulate the essential role of the arts in our lives. While he was not seriously considering this approach in our appointments on Capitol Hill, he was serious about how the gravity of the message could help illustrate—well not illustrate because the arts would not exist—how the arts are present all around us.

The arts are powerful because they provide us with, and help us to create, our identities - who we truly are. The two ultimate questions we have in life are: who am I and why am I here? If you find the answer to the first, it will help lead you to the answer to the second. Identity provides us with a sense of meaning and purpose.

It was in art that I found my own identity. I was in sixth grade and had always really struggled in school. I was lost and confused and thought I was a failure; my self-esteem and confidence were extremely low. Back then there weren’t a lot of diagnosis like ADD, ADHD, or learning disabilities. I was diagnosed as being lazy and a troublemaker…and they probably had a pretty good case against me. Then my 6th grade teacher, Mrs. Ferguson, said four words that changed my life. We were doing an art lesson and she came up behind me, looked at my picture and said “Wow, that’s really great”! The other students gathered around and shared her enthusiasm. All of a sudden I wasn’t a failure anymore…I was an artist. I had an identity! I’ve carried that identity and confidence with me to this very day, it’s made me who I am.

Over the course of the past several years, big cities such as Chicago, Los Angeles and Seattle have been advancing ambitious plans to expand access to arts education and creative learning for public school students. Here in New York City – home of the nation’s largest school district – with a new mayor and schools chancellor, and a growing chorus of parents calling for the inclusion of arts in the school day, there is momentum gathering that could lead to a much-overdue expansion of arts and music in city schools.

This December, at the close of his 12 years in office, New York City’s former Mayor Michael Bloomberg signed into law a City Council bill that would require the Department of Education to provide annual data on arts instruction that advocates believe will help identify gaps in the delivery of arts education and drive improvements in what is being offered at schools across the city.

While strides were made in expanding access to arts instruction at many schools across the city over the past decade, large gaps persist in the provision of music, dance, theater and visual arts in the over 1,800 New York City public schools.

That is why on the heels of the successful effort to pass the arts reporting legislation, advocates and leaders from a diverse cross section of New York, released a statement calling on the city to ensure that every child, in every part of the city, receives arts instruction as part of their K-12 education.

The statement – entitled “Every Child in Every School: A Vision for Arts and Creativity in New York City Public Schools” –notes that New York City – with its rich and diverse array of arts and cultural experiences and organizations – is uniquely positioned to be the leader in arts and creative education.

I know the nation’s arts community joins me in mourning the loss of one of our country’s staunchest arts advocates, Joan Mondale.  As the wife of Walter Mondale, vice president to President Jimmy Carter, she used her public position to place a bright spotlight on the vital role that artists and arts organizations play in strengthening American communities.

Mrs. Mondale intersected with Americans for the Arts on a number of notable occasions, beginning with her service on our board in the mid-1970’s, when we were known by one of our predecessor names, the American Council for the Arts.  In 1977, she was the guest speaker at the tenth annual meeting of the Business Committee for the Arts (now a division of Americans for the Arts).

Perhaps the holidays have made me somewhat sentimental this year. As I pondered what to write for this blog post, I kept returning to how thankful I am to have had a career in the arts. I have been able to make a living doing what I love to do, share that passion with my students, and encourage them to pursue a career that will provide artistic and intellectual stimulation as well as a possible lifetime of inspiration. Of course, my professional achievements would never have been possible without influential role models and access to the arts from a young age.

Therefore, I try to pay it forward by acknowledging my mentors and the opportunities I was afforded. Giving back by participation and service in initiatives and projects that help sustain the quality of the arts and arts education for future generations is my duty. This week, I offer a list of how to give thanks for how the arts have enriched our lives. For most of us reading this blog, this practice would be commonplace. Therefore, consider it one individual’s humble attempt to spread awareness of the many ways we can support the arts and the beginning of a larger conversation that illustrates the priceless benefits that accompany such efforts. I encourage you to add additional ideas to this preliminary list and share them with your community. Perhaps some ideas of different ways to become involved in the arts will help create new spectators, volunteers, and donors.

Every November, Veterans Day comes and goes as a reminder for us to thank our American military men and women for their sacrifice and service. As our most recent conflict has transitioned into the longest war in American history, the burden of their service has become harder and harder to ignore. More and more, we are compelled to find meaningful ways to show respect.

Over the past few years, a number of  initiatives have emerged to help rally the arts in support of our troops and their families. These efforts have received a significant boost from The National Initiative for Arts and Health in the Military. A broad coalition of military, government and non-profit leaders initiated by the Walter Reed National Medical Military Center and Americans for the Arts, the Initiative has staged two national summits, a national Roundtable, and has published a white paper framing an action plan to advance research, practice, and policy around the arts and the military.

As previously mentioned on this blog, the NEA has also been working with Walter Reed and the National Intrepid Center of Excellence (NICoE) to improve our understanding of the impact the arts can bring in efforts to heal our troops. This partnership, which initially focused support on therapeutic writing, has now expanded into a broader Creative Arts Therapy program that also includes support for research and activities related to music and visual arts-based therapies.

LINDSAY SHERIDAN: What is your personal arts history and educational background?

JOHN DAVIS: From a very early age, my mom was supportive of my interest in the arts. We lived in Minneapolis, and I grew up with her taking me to all the museums there. I went to college at the Minneapolis College of Art and Design, so my background is in fine art and design. I studied graphic design and industrial design, but ended up taking classes in painting and sculpture. I pretty much love all aspects of the arts.

SHERIDAN: Is there an arts leader or community advocate who helped you hone your interests at a young age and develop your own career?

DAVIS: In college I took a class on creative problem solving, and my professor was a man named Jerry Allen. I began using the principles he taught us as an approach to community development and arts administration years later in my career. I think that class and that professor were really pivotal for me. He taught us that anything was possible, and that mindset, especially when working in a rural area, is extremely valuable. Professor Allen is definitely the first person that comes to mind when I think of people who have helped me develop a leadership philosophy.

Since 2001, more than two million U.S. troops have been deployed in Operation Enduring Freedom (OEF, War in Afghanistan), Operation Iraqi Freedom (OIF) and Operation New Dawn (OND). The nature of these conflicts is unprecedented in the history of America’s all-volunteer force: over the course of more than a decade of war, America’s military service men and women have endured extended and multiple deployments, exposure to nontraditional combat (e.g., use of improvised explosive devices) and shortened time at home between deployments. The number of service members returning home who suffer from both physical and psychological traumas, including post-traumatic stress, loss of a limb, brain injuries and depression, has increased.

With the conflicts winding down and more troops returning home, there is a growing awareness among the public and private sectors, and the military itself, that the challenges facing service members, veterans, and their families require more than medical treatment to resolve.

Is there a role for the arts to play in addressing these challenges? Over the past two years, that question has been posed to more than 500 thought leaders, practitioners, and decision-makers from the military, government, corporations, foundations, and nonprofits  through a series of national convenings under the auspices of the National Initiative for Arts & Health in the Military. The results have been released this week in the new report, Arts, Health and Well-Being across the Military Continuum—White Paper and Framing a National Plan for Action.

Co-chaired by Americans for the Arts and Walter Reed National Military Medical Center, the National Initiative represents the first time the military has come together with a coalition of civilian public and private sector partners to ensure quality access to the arts for the health and well-being of service members, veterans, and their families in communities across the country. The White Paper chronicles the more than 2-year investigation and national conversation on how the arts help mitigate the challenges our military and veterans communities face. It provides a framework for how various stakeholders can work together to remove barriers and engage in greater cooperation and partnerships. It summarizes the extent of what we know about the National Initiative’s three critical areas of interest—research, practice, and policy—and provides an introduction to the kinds of programs and services currently taking place in the realm of arts and health in the military. The recommendations it contains are bold and inspirational. They are intended to stimulate further conversation and inspire action among all stakeholders, military and civilian.

What do musical chairs, speed dating, and crowd sourcing have to do with arts research? Well, on Day 2 of Americans for the Arts’ National Convention in June, co-hosted by the Greater Pittsburgh Arts Council (GPAC), Randy Cohen, AFTA’s Vice-President for Research and Policy, and I, found out.

Context:  We knew that arts researchers and policy wonks from arts service organizations, academia, consultancies, and foundations would be among the 1,000 convention attendees coming to Pittsburgh. Randy and I also knew that opportunities for researchers and wonks (and geeks, too!) to gather in one place and explore issues connecting research, policy, and advocacy were, at best, rare. So we invited 40 such folks to do just that!

Format:  In the lobby of Bricolage, a small, progressive theater in Pittsburgh’s Cultural District, four groups of 10 chairs each were divided by topic--Producing Arts Research, Evaluating Policies, Disseminating Research, and Leveraging Research for Advocacy. As participants arrived at 8:00 am, they scoured the room and chose, on a first-come, first-served basis, which group to sit in (the Musical Chairs portion of the program). Each participant then engaged in five animated, 5-minute conversations with others in their group (i.e., Speed Dating). According to Randy’s phone, the decibel level in the room rivaled that of a rowdy night club. Leaders of each group then shared highlights of those conversations with all the convening’s participants (Crowd Sourcing).

Vermont, like many states, is considering comprehensive tax reform. Committees in the Vermont Senate and House developed proposals last legislative session and systemic changes seem high on the agenda for the 2014 session. Key components focus on increasing the portion of personal income that is taxed by capping deductions, including charitable contributions. If passed, this revision to the tax code would negatively affect the work of nonprofit organizations statewide. Vermont’s robust nonprofit sector comprises nearly 4,000 human, social service, educational, religious, and cultural organizations, ranking us No. 1 per capita in the nation. The Vermont Community Foundation reported in 2010 that these agencies generate $4.1 billion in annual revenue and represent 18.7 percent of our gross state product. Nonprofits deliver critical services that government alone cannot provide: sheltering, caring for, and feeding those less fortunate; early childhood education; and cultural enrichment are just a few examples. Nonprofits include schools, hospitals, churches, libraries, community health clinics, workforce development centers, mentoring programs, homeless shelters, food banks, theaters, and galleries. Some focus on specific populations: providing safe spaces for women, LGBT youth, refugees, the disabled, and migrant workers. They range from small, volunteer-run groups to huge universities. Although more than 80 percent of Vermont’s nonprofits operate with budgets of less than $250,000 each year. By delivering mission-related programs, nonprofits improve lives and transform communities. Investing in early intervention is more cost-effective than dealing with societal dysfunction later in life. Food and shelter vs. homelessness, after-school tutoring vs. illiteracy, involved children vs. disengaged teens, job skills training vs. unemployment, community vs. isolation — consider the alternatives.

A friend of mine recently graduated from one of Pennsylvania’s state universities with a bachelor’s degree in art education. When she walked across that stage to Pomp and Circumstance, she had proven that she had learned everything she needed to teach young minds all the skills they needed to create breathtaking works of art and to think through all the important steps of the art-making process.

After completing the requisite coursework, surviving long hours of student teaching, and passing the Praxis in her course area, the State of Pennsylvania gave her a certificate that showed she was qualified to stand in front of a classroom of students eager to discover.

But what she didn’t learn was exactly where all of those requirements came from. How did her University gain accreditation?  What are the priorities of the school district that is hiring her? Who is responsible for hiring the person in the State Department of Education that can serve a resource when she has concerns about state standards or a new teacher evaluation program? Who determines how much professional education is necessary to remain certified?  Who determines how state money is allocated across and within school districts?

The answer to all these questions vary from state-to-state, but in every case, these decisions should be informed by the voices of those in the classroom every day, the teachers themselves.

Ever since the No Child Left Behind Act (NCLB) authorization formally ended in 2007, Congress has been trying to reauthorize it, but with very little success. You remember NCLB? It passed Congress with whopping margins of 381-41 in the House and 87-10 in the Senate and President Bush signed it into law with big smiles from education champions like Senator Tom Harkin (D-IA) and House committee leaders John Boehner (R-OH) and George Miller (D-CA). That was then.

Since then, NCLB has been attacked each year by education advocates on all sides and the Obama Administration has gone so far as to grant waivers to 37 states allowing them to opt out of many of the law’s regulations, which will remain in place until the law is reauthorized. It’s been sad as education leaders, in and out of Congress, proclaim the “urgent” need to end the labeling of failing schools, to curb the “unintended consequences” that have been a fundamental problem with NCLB. Years have passed without even a floor vote on replacement legislation.

I’ve known Capitol Hill staff who were hired to work on the reauthorization (now referred to as the Elementary & Secondary Education Act (ESEA)) who have given up waiting and moved to jobs off the Hill.

After years of school budget cuts due to the economic downturn, and a decade of No Child Left Behind-inspired education policies, there is a movement afoot in districts across the country to reinvigorate the school day with a rich and engaging curriculum.

Parents, students, and educators have been beating the drum about the narrowed curriculum and are making the case to expand access to arts, music, foreign languages, science, and other core subjects that have been marginalized in schools in recent years. Now candidates to be mayor in the country’s largest school district are weighing in on what arts education would look like under their leadership.

“If an unfriendly foreign power had attempted to impose on America the mediocre educational performance that exists today, we might well have viewed it as an act of war. As it stands, we have allowed this to happen to ourselves...We have, in effect, been committing an act of unthinking, unilateral educational disarmament.” ~ from A Nation at Risk

Last Friday I attended an event at the Thomas B. Fordham Institute looking at the impact of the report released back in 1983, A Nation at Risk: The Imperative For Educational Reform. According to the Fordham Institute’s website:

“Thirty years ago, A Nation at Risk was released to a surprised country. Suddenly, Americans woke up to learn that SAT scores were plummeting and children were learning a lot less than before. This report became a turning point in modern U.S. education history and marked the beginning of a new focus on excellence, achievement, and results.”

The report language itself called for many sensible reforms, including more instructional time, higher standards for courses and content, stringent high school graduation requirements, and demanding college entrance requirements.

But the sound bite that came out of the report was that we have a “desperate need for increased support for the teaching of mathematics and science.” And, "We are raising a new generation of Americans that is scientifically and technologically illiterate."

Arts Education Advocates Must Be AT the Table Before We End Up ON It

It has been an exciting few weeks for arts and arts education professionals and advocates in the nation’s capital.

After a week of activities hosted by the Arts Education Partnership, Kennedy Center Alliance for Arts Education Network, Emerging Arts Leaders at American University and Americans for the Arts’ State Arts Action Network, training for Arts Advocacy Day began on April 8 and we were off to the races to meet with our congressmen and women all day on April 9.

Quite honestly, by the time I headed home, I expected to be totally wiped out—overloaded with information and overwhelmed by the situation at hand. Instead, it felt like the more time I was able to spend with such passionate people, the more energized and inspired I became.

People do not work with students, schools, community organizations, or become advocates because they are passive. They do it because they see a need to ensure arts opportunities for all of America’s students, but they know that the annual Arts Advocacy Day activities are only a small part of the work that needs to be done.

Coming down to Washington to learn about and discuss federal issues is a change of pace for me, and for most of us who work at the state and local levels.

It is absolutely important to learn about, and try to influence, federal education issues that impact the arts such as the reauthorization status of the Elementary and Secondary Education Act (Delayed. Again. Still.), Race to the Top requirements (which require teacher effectiveness evaluations for all subjects, including the arts), and No Child Left Behind waivers (which allow for more flexibility at the state level to pursue changes in graduation requirements and assessments).

The Chicago nonprofit arts and culture sector is a $2.2 billion industry. You’d be hard-pressed to go more than a couple of blocks without seeing a theater, dance company, museum, art gallery, or some other nonprofit arts organization, small or large.

And yet I still hear about new ones popping up quite frequently. Given that, the community of artists and arts administrators is extensive, and diverse—it’s a bona fide place of convergence for the creative types and transplants from across the country.

So why then, with such a vibrant arts community, is Illinois the 29th ranked state in per capita spending on the arts?

The answer is a problem that plagues not just Illinois, but permeates through the entire creative sector on a national level.

When I first moved to Chicago after graduating from college, I wanted to pursue an acting career. Even equipped with my political science degree, I had very little understanding about the relationship of public funding for the arts, and the importance of advocacy.

It took a graduate course at Goucher College, Principles of Arts Administration, for me to fully comprehend the power and necessity of arts advocacy. Therein lies the problem: an information gap for artists on the importance of advocacy. A possible solution? Giving artists a more easily accessible entry point to advocacy.
